Job Description New York City Emergency Management (NYC EM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYC EM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The NYCEM Geographic Information Systems (GIS) Unit produces reliable location-based information through the integration, analysis, and visualization of essential data distributed in the form of maps, datasets, summary metrics, and associated applications.



NYCEM has an exciting opportunity for a motivated GIS professional to join the Geographic Information Systems (GIS) Division at New York City Emergency Management (NYCEM). The selected applicant will be the GIS Mitigation Program Manager within the Public Safety GIS Data Development Center team with a focus on providing data support for agency mitigation planning efforts.

Under the supervision of the Executive Director, Geographic Information Systems (GIS) and Deputy Director, Public Safety GIS Data Development Center, the selected applicant will work to analyze, visualize and report on geospatial information to support the work of the agency s executive, planning, and operations staff. The Program Manager will have responsibility for supporting Hazard Mitigation activities, including support for OneNYC and Hazard Mitigation Plan mapping, data acquisition, clean up and management for the Hazard History and Consequences Tool, and supporting the Interim Flood Protection Measures Program. The Program Manager will be responsible for maintaining maps and geospatial data on the Hazard Mitigation Plan website, and assisting in the creation of new tools and applications for mitigation planning. The GIS Mitigation Program Manager will also perform data acquisition, QA/QC, data maintenance, and data management tasks on the Public Safety GIS Data Center team.

The candidate will also research, develop, and maintain a georeferenced database to assist in documenting the history of hazards and impacts in the City, e.g., flooding, power outages, service disruptions, damages, etc., for reference in developing grant applications. The candidate will coordinate projects and applications to assist City agencies in reporting damage, preparing applications, and tracking status for Hazards Mitigation Grant Program projects.

The selected applicant will work on GIS tools, including Python tools for desktop and Enterprise GIS, make map templates, paper maps, and web maps in support of NYCEM-coordinated mitigation and resiliency projects. The successful applicant will also liaise with partner agencies to support data sharing and coordination of mitigation projects. In addition, the selected applicant will:

Identify and acquire historical and newly developed mitigation and resiliency project data
Manage data and mapping support for NYC Hazard Mitigation Plan mitigation actions
Run HAZUS-MH to produce hazard scenario loss estimation data and maps
Perform ETL, data processing, QA/QC, metadata creation and related processes to operate and maintain the Public Safety GIS Data Catalog
Enhance data management capabilities by automating data acquisition, QA/QC, and data management tasks
Develop custom templates for presentation of geospatial and time-series data
Make and use maps and map templates to fulfill NYCEM mapping requests
Develop dashboards and data visualization applications for GIS and Hazard Mitigation data
Accept ad hoc rapid data acquisition, mapping, time-series analysis, and reporting requests

The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned. Minimum Qual Requirements 1. A master s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a state s
department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in 1 above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made. Preferred Skills Demonstrated proficiency with Esri desktop products (version 10x)
Demonstrated experience working with geospatial data types
Demonstrated experience with statistical analysis software and programming including Tableau, R, SAS
Experience working with ArcGIS Online and ArcGIS Enterprise (Server, Portal, SDE DataStore, Web AppBuilder)
Experience with Python and ArcPy
Demonstrated skills and experience with cartography and graphic design for geospatial information
Experience with MS SQL Server 2012
Familiarity with FEMA s HAZUS-MH platform a plus
Familiarity with ArcGIS Online capabilities and GIS application development.
Ability to thrive in agile, fast-paced mapping and data management environment
Demonstrated experience working with technical and non-technical staff
Strong initiative and ability to perform with little supervision
Ability to identify needs of end users and communicate possible solutions to them
Strong organizational skills
Ability to handle multiple projects simultaneously under tight deadlines
